Quackity rarely lets his blood lust take over. But when he doesn't have blood for a while he can become quite irritated and not himself. So it's best to be cautious given he sometimes tends to snap at whoever is talking to him or trying to talk to him. But he does mean well. To an extent. If your nice to him he'll be nice back. Though he will sometimes curse you out in Spanish simply because, why not?
